Sir well some one tell me about Merit list in the case of direct recruitment 

sc and st candidates, even if they have taken benefit of any relaxation like age, will be treated as general if they secure more marks than general cut off, as decided by hon'le supreme court. May see circulars issued by deptt of personnel

2 as per rules, the merit is decided by total marks of both papers. So an sc st obc candidate will be treated as general if he gets more total marks than gen cut off. The cut offs after phase 1 are for elimination and not for determining overall merit.
