(3) All rules made under this Act 6[ by any State Government shall be laid for not less than fourteen days before 6[ 3[ the State Legislature]], 6[ as soon as possible after they are made, and shall be subject to such modifications 4[ as 6[ such Legislature] may make during the session in which they are so laid.
